CoBank calls now ‘crunch time’ for meeting RFS RVOs

CoBank’s Knowledge Exchange on July 8 released a new quarterly report that discusses the current status of the Renewable Fuel Standard, indicating that this year’s level of blending could determine the future trajectory of the program.

The U.K. Department for Transport on July 13 published a document that sets out the agency’s planned approach to allocating contracts under the government’s upcoming sustainable aviation fuel (SAF) revenue certainty mechanism.

The USDA maintained its forecast for 2026-’27 soybean oil use in biofuel production in its latest World Agricultural Supply and Demand Estimates report, released July 10. The outlook for soybean oil pricing was unchanged.

The U.S. EIA maintained its 2026 production forecasts for renewable diesel and a category of fuel that includes SAF in its latest Short-Term Energy Outlook, released July 7. The outlook for 2026 biodiesel production was revised down.

The European Parliament on July 8 voted to reject a proposed EU regulation that would have phased out the use of soybean oil as a biofuel feedstock by 2030. Representatives of the EU’s biobased diesel industry applauded the decision.

USDA’s is scheduled to publish a final rule in Federal Register on July 9 altering the Section 9003 loan guarantee program to bar any borrower or guarantor from remaining involved in a project if it results in a monetary loss to the agency.

U.S. biofuel producers consumed 27.973 billion pounds of feedstock in April, down nearly 8% when compared to March, but up 4% when compared to April 2025, according to data released by the U.S. Energy Information Administration on June 30.

Total U.S. operable biofuel capacity expanded slightly in April, with gains for renewable diesel and associated fuels. Ethanol capacity was down slightly, while biodiesel capacity remained unchanged, according to data released by the U.S. EIA.

A regulatory agenda released by the White House Office of Management and Budget on July 3 indicates the U.S. Department of the Treasury currently plans to issue final 45Z clean fuel production credit regulations in November 2026.

The USDA’s National Agricultural Statistics Service on June 30 announced U.S. farmers planted an estimated 85.4 million acres of soybeans in 2025, up 5% when compared to last year. Planted acreage is up or unchanged in 20 of the 29 estimating states.
